Dragon Commission

So. I need a dragon drawn/designed, and I can't do it myself. I wanted something coloured, not necessarily full body, as I really want to focus on the actual animal, but a good portion of it. I really am looking for good quality work, and I'm willing to pay for the time and expertise that will entail (cash, not points)

Description:
The dragon in question is of european descent, with perhaps a hint of asian. Long neck and tail, strong wings, but more sleek than spiney. cat-like. Scales are black/obsidian, but reflect blue in the light. Eyes are bright yellow/gold, with a human turn to the pupils, so more round than slitted, and larger than you would probably be used to seeing in dragon art.
